POSITION REPORTS TO: Construction Manager and Deputy Director of EngineeringPOSITIONS SUPERVISED: None.

As a position directly affecting the safety of others, the employee will be required to comply with all provisions of City of Enid’s substance abuse policy, including random drug and alcohol testing.

POSITION PURPOSE: To ensure safety and well being of the general public by inspecting, reporting, and ensuring adherence to building and construction codes on all municipal projects.
ESSENTIAL FUNCTIONS AND BASIC DUTIES Coordinate with various agencies to perform required tests.
Use tape measures, distance wheels, temperature sensors, engineering scales, and read gauges to perform tests.
Inspect highways, water lines, streets, sanitary sewers, storm sewers, and holding basins during and after construction for structural quality, general safety and conformance to specifications and codes.
Review and interpret plans, blueprints, site layouts, specifications, and construction methods to ensure compliance to legal requirements, city standards, and safety regulations.
Inspect and monitor construction sites to ensure adherence to specifications.
Monitor general contractors project management including all subcontractors for job compliance, work production, and performance.
Advise and confer with general public concerning problems resulting from construction or repair activity.
Prepare reports and maintain records of inspection activity and the status of the work in progress.
Compute estimates of work completed or of needed renovations or upgrades, and approve payment for contractors.
Act as a liason between the Engineering Administrator and the Contractor, and advise the Director of Municipal Works & Development of project status.
Provide assistance to other departments as needed.
Perform other duties as required.

QUALIFICATIONS EDUCATION/EXPERIENCE: High School diploma or GED; and three to four years related experience and/or training.
CERTIFICATES/LICENSES: Improving Public Works Construction Inspection Skills Course (within 6 months).
REQUIRED KNOWLEDGE: Building and Construction: Knowledge of materials, methods, and the tools involved in the construction or repair of structures such as highways and roads, water lines, sewer lines, and driveways.
Engineering and Technology: Knowledge of the practical application of engineering science and technology.
This includes applying principles, techniques, procedures, and equipment in the inspection of various municipal projects.
Customer and Personal Service: Knowledge of principles and processes for providing customer and personal services.
