Job Summary:
Under supervision from the District Manager (DM), provides responsible and complex administrative, analytical, and confidential administrative support to the District Manager and water district.
Provides secretarial support to the Board of Directors, providing support to their meeting processes and statutory responsibilities.
Performs office administration functions such as assisting with budget preparation, preparing expense reports, providing oversight to the maintenance of complex filing and record keeping systems.
Responsible for performing all bookkeeping and clerical tasks for the water district.
Serves as Notary Public for the Water District.
Maintains filing system for the water district, including confidential personnel records.
Receives, greets, and screens telephone calls and visitors; provides factual information and assistance to the public.
Minimum Requirements:
* Must be 18 years old
* High School diploma or GED required; Associate’s or Bachelor’s degree in related field preferred.
* Two to five years of experience in an office administrative, payroll, billing/accounts receivable, accounts payable and record keeping roles.
* Possess a valid class D driver’s license with a current driver’s record.
* Be willing to submit to a credit and background check
Duties/Responsibilities:
* Reports directly to District Manager.
* Answers and transfers phone calls, screening and takes messages when necessary.
* Welcomes, directs, and assists visitors/members as necessary.
* Prints and prepares checks for the District Manager to sign.
* Maintains filing systems as assigned.
* Retrieves information as requested from records, email, minutes, and other related documents; prepares written summaries of data when needed.
* Responds to and resolves administrative inquiries and questions.
* Responds to and resolves member’s billing and account issues.
* Responsible for processing and collection of customers water bills.
* Provides and maintains confidential support to the District Manager, including but not limited to; multiple types of documents, correspondence, Board reports, annual reports, contracts.
* Assists with the compilation, distribution, and delivery of Board meeting agendas and related materials.
* Coordinates and schedules travel, meetings, and appointments for district personnel, including board of directors, when needed.
* Assists District Manager in preparing agendas and schedules for meetings.
* Maintaining Board Meeting minutes and records as needed.
* Records and distributes minutes or other records for meetings.
* Maintains office supplies and coordinates maintenance of office equipment.
* Maintains a system for recording expenses.
* Assists District Manager in website/social media; including but not limited to sending out emergency notices.
* Prepare district banking deposits when needed.
* Performs other related duties as assigned.
* Attend monthly district board meetings and assist with minutes taking
Required Skills/Abilities:
* Excellent verbal and written communication skills.
* Excellent interpersonal and customer service skills.
* Proficient in Microsoft Office Suite
* Highly proficient in Microsoft Excel
* Proficient with billing, payroll, accounting software.
* · Ability to learn new process and procedures.
* Operate modern office equipment including desktop/laptop computers, tablets, hardware, software, internet, and web-based applications.
* Excellent organizational skills and attention to detail.
* Basic understanding of clerical procedures and systems such as recordkeeping and filing.
* Ability to work independently.
Preferred Skills/Abilities:
* Knowledge of Oklahoma Open Records and Meeting Act
* Ability to operate a multi-line telephone system
Physical Requirements:
* Prolonged periods sitting, standing, bending/stooping and working on a computer.
* Good dexterity, including but not limited to the operations of phone, copier and computer.
* Must be able to lift up to 15 pounds at times.
