MAIN FUNCTION:
This position is responsible for efficient and effective Administrative Operations of a Carbon Black manufacturing facility.
Functional areas include; Human Resources Administration, Labor Relations, Accounting, Office Management, Communications Systems management and overseeing all other administrative functions.
DUTIES AND RESPONSIBILITIES:
Human Resources
Administers all employee health and welfare programs at the Plant.
Ensures compliance with all State and Federal employment laws and regulations and union Collective Bargaining Agreement (CBA).
Supervises, plans, and directs activities for support personnel in regards to payroll, human resources, accounts payable, and inventory reporting and control.
Responsible for staff planning and adherence to budgeted headcounts.
Recruits, interviews and hires open positions with corporate or placement assistance when necessary.
Conducts New Hire orientation and enrollment through automated HRIS systems maintaining confidential employee records per retention schedule.
Provides local administration of benefit programs and assist employees with issues.
Responsible for employee retention through developed rewards and recognition programs.
Updates and maintains accurate job descriptions in compliance with FLSA and Safety requirements.
Manages Employee and Labor Relations by conducting investigations on complaints, assisting with discipline, responding to grievances, and participating in arbitrations and labor negotiations and ensuring compliance with all Corporate and Plant policies.
Oversees the administration of accurate and timely payroll processing.
Ensures the accurate tracking and recording of employees time off in Kronos.
Monitor, track and report on Leaves of Absence incidents such as; STD, LTD, Worker’s Comp and unpaid leaves ensuring compliance with policies and full engagement of the employee.
Maintains proficiency in all Administrative functional areas and conducts training/cross- training to staff members when necessary.
Provides supervisory training and coaching on employee and labor relations issues, policies and procedures.
Organizes Company functions and community involvement events such as United Way.
Provides and maintains a safe work environment.
Accounting Functions
Assist in preparation of Plant departmental and capital spending budgets, monitor, track and report performance versus budgeted.
Responsible for maintaining accurate records and proficient reporting of production, shipments and accounting activities.
Prepare or assist with monthly, quarterly and yearend reporting and internal/external auditing of accounts or programs.
Ensures accurate and timely monthly accruals reporting to corporate and expense report processing.
Oversee daily, weekly, monthly and annual production volumes, shipments and inventory schedules and reporting ensuring proper reconciliation from book to actual.
Assist with production planning, review and reporting of variance and corrective measures.
Manage Petty Cash Account.
Coordinate additions/deletions/changes of user communications system setups with Corporate IS Department.
Acting member of Quality Council ensuring compliance with ISO 9002/14001 standards and conducting internal audits when requested.
Submits preventative actions plans and responses to non-conformances
May oversee AP, purchasing, the placement of spot orders ensuring the compliance to Corporate policies and procedures at plant level.
May be responsible for maintaining company vehicle records to include gas, cleaning, maintenance, and tags.
Perform special projects for senior management as required.

EDUCATION AND EXPERIENCE:
Bachelor degree in Accounting or Certification and equivalent years of experience required.
5 to 10 years of relevant work experience, including 3 years of demonstrated success in a similar role with a manufacturing company.
Professional in Human Resources Certification or MBA preferred.
Proficient with Microsoft Office, HRIS and Accounting applications.
