*Position Summary*
The Fiscal Compliance and Grants Analyst works with the Advancement team to assist with all financial and fiscal aspects of this department including auditing, compliance, grants, and development.
This position ensures ACCESS sub-recipients comply with the rules of regulatory agencies, audits programs for fiscal compliance to agreements, and provides financial support as needed.
This position also has a strong relationship with the Finance Department and the Finance Compliance Manager to coordinate, communicate, and collaborate as needed between the Advancement staff and various other departments and functions including the program sub-recipients.
Responsibilities also include taking a lead role with the development of financial subrecipient monitoring procedures and the subsequent implementation of these procedures.
*Position Duties & Responsibilities*
· Fiscal monitoring of ACCESS grants to ensure that administration of the grant adheres to the underlying grant agreement for primarily sub-recipients.
· Provide financial support to the Advancement and Grant teams as needed with grant applications, grant writing and grant reporting.
· Prepare periodic grant reports for Program Directors that outline program funding available to them.
· Develop, implement, and maintain a robust subrecipient onboarding and monitoring program compliant with state and federal guidelines.
This will include review and selection of sub-recipients and monitoring fiscal and programmatic components that must meet state and federal requirements.
· Reconcile fiscal components of federal and state grants to third party grant management information system.
· Prepare reports that detail current grant status including program funding and program spending.
· Ensures that all sub-recipient programs fiscally comply with federal, state, and local requirements by staying abreast of existing and new legislation; enforcing adherence to requirements; advising management on needed actions.
· Effectively communicates with all stakeholders related to fiscal compliance and keeps all team members up to date on program changes, compliance, and sub-recipient activities.
· Provides additional reports requested to keep senior management informed of the operation and progress of compliance efforts.
· Oversees monitoring visits with sub-recipients to ensure they are compliant with programs including both case file and financial reviews to ensure expenses are accurate and are reimbursed following ACCESS MOU guidelines.
· Identifies potential areas of compliance vulnerability and risk; with the Operations Director develops/implements corrective action plans for resolution of problematic issues and provides general guidance on how to avoid or deal with similar situations in the future.
*Position Requirements*
· Belief in ACCESS’ mission to provide food, warmth, and shelter.
· Three years of work experience in finance, accounting, or related fields with a preference for experience with grants or grant compliance.
· Bachelor’s degree in accounting or similar field; the equivalent of work experience in fiscal oversight may be substituted.
· Prefer experience in nonprofit accounting, Federal grant reporting, and A-133 audits.
· Knowledge and understanding of leading business and accounting practices.
· Knowledge of U.
S.
GAAP, fund accounting, audits, budgets, grant management, contract monitoring and reporting.
· A valid Oregon Driver’s license with a record that is acceptable under ACCESS’ insurance policies.
